Using mobile phones outdoors during stormy weather could be deadly and mobile manufacturers should warn consumers of the dangers, say doctors in Britain.

Mobile phones contain metal, which directs the current into the body when lightning strikes. The more the current flows through, the more internal damage it causes, reported the online edition of BBC News.

Swinda Esprit, along with other doctors at Northwick Park Hospital in London, treated a girl's hearing injuries caused while using the mobile phone. The doctors also found three other cases of people being hit by lightning while talking on a mobile phone - in China, Korea and Malaysia - all of whom died of their injuries.

Though such cases were rare, they said it was a public health issue and people needed to understand the risks. "It is obvious really, but we all carry mobile phones and we don't think about it," said Esprit, a doctor in the ear, nose and throat department.

"If you're struck by lightning on its own, it will flash over your body but if you're holding a phone, it will internalise and cause worse injuries." The doctors added that it could also be dangerous to carry a mobile in your pocket during a storm.

The doctors, in the British Medical Journal, highlighted the case of a teenager who suffered severe injuries after being struck by lightning when talking on her phone.

The 15-year-old girl was struck by lightning while talking on her phone in a large park in London during stormy weather. She has no recollection of the incident but suffered a cardiac arrest and had to be resuscitated.

A year later, she is on a wheelchair and has severe physical difficulties as well as brain damage, which has led to emotional and cognitive problems. She has a burst eardrum and persistent hearing loss.

Esprit stressed that mobile phone manufacturers should warn consumers of these dangers.

Musharraf rejects Nawaz allegations in connection with Kargil episode


Former President Gen (r) Pervez Musharraf has strongly rejected the allegations leveled on him by Mian Nawaz Sharif in connection with Kargil episode.

In an exclusive interview with private TV Channel, Pervez Musharraf reiterated his resolve that he was confident at what had he done during his eight-year rule, as all his measures and step for the greater national interests.

Pervez Musharraf said that if any case was lodged against him in connection with Akbar Bugti killing, military cop on Nawaz led government or challenging 3rd November act then he is ready to face it. “However, it would be premature to say thing in this connection, “ he added.
He said that he had neither sent Nawaz Sharif to US nor he had given him the advice to withdraw forces from Kargil.

While responding to a question regarding Pak-India dialogues he said that he was still abiding by his stance that he will not comprise on principles. Musharraf said that it is totally wrong impression that army was hurdle in the solution of Kashmir issue, which according to his claim was about to solve and every thing was finalized.

He said that a joint Communiqué was also ready but unfortunately, Indian parliament had not approved it. He said that they had convinced the entire leadership in Kashmir except Ali Gilani about the four-point formula.

He said that all three parties “Pakistan-India-Kashmir” must have a cohesive, joint consensus for a durable and lasting solution of the core issue of Kashmir, adding that the people of Pakistan, India and Kashmir would have to give and take something for the lingering issue of Kashmir.
While terming referendum against Chief Justice a constitutional step he confessed that he had committed some mistake to find amicable solution of the issue.

Musharraf said that there may have been some rigging in 18th February 2008 election on behalf of Election Commission of Pakistan but it would be better to forget these outdated things and embrace election results.

Similarly, while talking about the increasing terrorism after 18th February and ongoing military operation in Swat Musharraf said that army had restricted Fazlullah and his comrades to the Shangla mountains during his era and removed Sufi Mohammad from the scene but after the election the ruling government released Sufi Muhammad and Fazlullah once again started its campaign against the government by setting up his FM Radio.

He said that if government continue to work upon the polices of previous government then this situation would definitely be different.

Federal Minister for Interior Rehman Malik cannot able to recite “Sorah-e-Ikhlas” while offering fatiha (pray for dead people) for the victims of Swat and Malakand in National Assembly.

Interior Minister of “Islamic Republic of Pakistan” while offering fatiha, missed some words of Sorah-e-Ikhlas which the other member of assembly objected and on their objection the deputy speaker of Assembly ordered to offer Fatiha again. Federal Minister for Parliamentary affairs Dr. Baber Awan, offers Fatiha again.

According to details Rehman Malik while giving speech in National Assembly said that before I start my speech I would like to offer Fatiha for the victims of Malakand and Swat, on this a member of National Assembly Hanif Abbasi asked him to pray himself.

Malik starts reciting Sorah Ikhlas but some of the words during the pray were wrong which the members of assembly noted and asked the speaker to offer the pray again on which Baber Awan stands and offers pray again and after that Rehman Malik started his speech.

Police arrest a man and Hijra who were marrying


Police has arrested a man who was marrying with eunuch (Hijra) in district Badeen.

According to BBC someone told local police of Badeen that a man Allah Bachayo was illegally marrying with a eunuch named Sharbat Fakeer.

When police reached the said place they saw Allah Bachayo and Sharbat Fakeer who put Mehndi on their hands. Sharbat Fakeer was wearing a red dress whereas some of their friends were also attending the ceremony.

In custody of police Allah Bachayo, said that eunuch ( Hijra) have hosted this ceremony just for fun and there was no Nikkah has been made during this.

He did not talk about the Mehndi on their hands and that why Sharbat Fakeer was wearing a red dress but he said “we are friends since 15 years and I will not lie because no one is sinless in this world”.

Allah Bachyao is a labor and Sharbat Fakeer lives in his neighborhood.

Sharbat Fakeer has said that the group of Malkani made him their group member and this ceremony was actually to receive gifts and his Guru also gave him a pair of gold rings.

Sharbat said that Nikah of eunuch is not possible.

A local journalist who was also attending that ceremony said that all the ceremony was held like a marriage.

According to him another eunuch Saima Fakeer made an agreement in which it was mentioned that Sharbat Fakeer is now given to Allah Bachayo and both of them are now partners whereas Allah Bachayo has also given a goat to Sharbat Fakeer.

Police has not filled an FIR yet and saying that the medical of both of them has been taken and after its report we will take our next step. If it is only about friendship then there is nothing wrong in it.

Eunuchs in Pakistan normally live an un-known life and no one knows about their life standards and their ceremony. The Supreme Court has already given an order to registered the Hijras all around Pakistan.

Mohammad Yousuf returns to Pakistan cricket team

Mohammad Yousuf has returned to the Pakistan Test team barely a month after cutting ties with the unofficial ICL, and Abdul Razzaq has also been included in a 15-man squad for the tour to Sri Lanka which starts later this month.

Yousuf's return has been on the cards ever since he pulled out of the ICL and was welcomed back by the PCB; when he does make an appearance it will be his first for Pakistan since last year. "I'm very pleased about it. Playing for Pakistan is the biggest thing in anyone's career," Yousuf told Cricinfo.

Yousuf had signed up with the ICL in 2007 but was lured out of the contract by the PCB administration of the day. However, legal wrangles denied him an IPL contract in 2008 and he rejoined the ICL in November. That virtually ended his career with Pakistan, but at the end of May the ICL released Yousuf from his contract which meant he could return to official cricket.
Yousuf hasn't played a Test for Pakistan since December 2007, a lay-off he admitted might be difficult to battle initially. "It's a difficult question to answer because until you don't play you cannot say, but I will be putting in every effort."

The World Twenty20 win has proved beneficial for some players. Razzaq, who became the first former ICL player to return to international cricket after being banned when he joined Pakistan's Twenty20 squad in England recently, will also have a chance to resurrect his Test and ODI career.

Also in the squad is Mohammad Aamer, the left-arm fast bowler, who was initially included in the squad for the Bangladesh tour which got postponed earlier this year. After a strong showing in his maiden domestic season, taking 56 first-class wickets in ten games for Rawalpindi, he was given a chance at the ICC World Twenty20 and his success has earned him a place in the Test side.

The PCB said Shahid Afridi had requested for 15 days' rest and will join the team for the ODIs in Sri Lanka. Pakistan will play three Tests, five ODIs and a Twenty20. The tour begins with a three-day warm-up match in Colombo on June 29.

Elaborating, the news, the spokesman said that CM Punjab Shahbaz Sharif was in good health and spirits, and after his recent tour of Qatar, was performing his official duties according to normal.

He said that prior to issuing such important news about the Provincial Chief Executive, the media should have at least conformed the news.

57 PAF men arrested for having contacts with terrorists

57 men of Pakistan Air Force (PAF) ranging from Chief technicians to senior officers were arrested over their contact with terrorists and involvement in anti state activities.
According to media reports the arrests were made during last 1 and half to two years after inquiry process.

Sources further told that 6 officials were sentenced to death including Khalid Mehmood, Senior Technician Karam Din, Technician Nawazish, Niaz and Nasrullah while 24 were arrested and dismissed for opposing policies of the than President Musharraf and government policies.

The PAF men who were found involved in having contacts with terrorists were given strict punishments and vigorous imprisonment. According to the channel 26 PAF men were court martial for their involvement in terrorism.

According to reports, the arrested were working in airbases included Pakistan Aeronautical Complex Kamra, Minhas Airbase, Sargodha Airbase, Lahore Airbase, Faisal Airbase and Mianwali Airbase. Sources further told that Chief Technicians were among in the arrested staff in a great number.

Senior Tech Liaqat Ali whose service tenure was 17 years 15 days and commissioned at Pakistan Aeronautical Complex Kamra was sentenced to one year Vigorous imprisonment and jailed for 2 years.

Jahangir Khan Working as Senior Tech in Air base Lahore whose service was11 years 3 month was imprisoned for 2 years.

Senior tech Mohd Idrees arrested from Air Base Sargodha whose service tenure was 11 years and 3 months was imprisoned for four months and sentence to Vigorous imprisonment for 5 years.

These arrested officials had contacts with Baitullah Mehsud and other banned outfits of the country.

Spokesperson of PAF Air Commodore Humayun Waqar while talking to Online said that that action was taken according to law and arrests were made in Musharraf's time. He said no new arrests have been made adding that several cases have already been decided.

Baitullah accepts responsibility of assassinating Qari Zainuddin

The defunct Baitullah Mehsud led Tehrik-e-Taliban accepted responsibility of killing its rival Chief of Tehrik-e-Taliban Pakistan, Qari Zainuddin who was shot dead in Dera Ismail Khan previous day.

Private TV Channel reported that a tribal leader and top rival to TTP, Baitullah Mehsud has taken the responsibility of assassinating TTP Chief Qari Zainuddin.

It is said that Qari Zain assassination came into being following he had accused Baitullah Mehsud for masterminding and killing Benazir Bhutto and carrying out suicide attacks in Pakistan during his interview with private TV Channels.

Baitullah Mehsud warned that all those who will support government against Taliban will meet the same fate.

Commerce College Principal gunned down in Quetta


Unknown assailants on Tuesday morning gunned down Principal of Commerce College here in Quetta.

Police Sources told Online that Principal of Balochistan Commerce College Amanat Ali Baig was shot dead by unknown assailants when he parked his car in the parking area of the college.

DIG Shahid Nizam Durrani while giving details said that there were two culprits on a motorcycle that sprayed bullets on his head and he died ion the spot.

In another incident, Vice Principal of a college in Khuzdar Salman Butt was also killed by unknown firing. Balochistan Liberation Army (BLA) has taken the responsibility.

Police has termed the incidents as target killings.

Professors Association has announced three day mourning in the universities and colleges of the entire province.

Zardari thanks Angelina Jolie for $1m aid

Pakistan President Asif Ali Zardari made a 'thank you' call to Hollywood actress Angelina Jolie for donating a million dollars for the people displaced by anti-Taliban military operations in the country's northwest .

Zardari thanked Angelina and her companion Brad Pitt, who jointly run the Jolie-Pitt Foundation, during the phone call yesterday and also invited them to visit Pakistan, sources said.
The Hollywood power couple has been running the Jolie-Pitt Foundation to assist in humanitarian crises around the world.

Angelina, who has been a goodwill ambassador for the United Nations High Commission on Refugees since 2001, donated a million dollars on World Refugee Day to aid displaced people in Pakistan.

Angelina has said she decided to provide aid to the displaced Pakistanis because the refugee crisis in the country was relatively new and the numbers of displaced persons had "jumped so quickly".

"I think in the last few weeks, there were about 100,000 displaced a day. There's over two million now. I think it's just there has been a giant appeal, a lot of funds have been sent in, a lot of aid has come to the people... But the numbers are so extraordinary and they're growing," Angelina told CNN after making the donation.

Retired Army officials recruitment in NWFP call on duty again on emergency basis

On the special directives of President Asif Ali Zardari, NWFP government has started steps for recruitment of former Army Officials in Malakand Division on emergency basis.

According to details, former Army Officials will be deputed in more than 2500 vacant posts in various areas of Malakand Division on a two-year contract.

It includes former junior commissioned officer of Pakistan Army, NCOs along with Sipahis of Pakistan Army respectively.

All the officers who will be deputed will have the luxury of all the perks and privileges that is availed by the NWFP police.

While on the other hand, there will no affect on their pensions what so ever.

In this regard, High officials of the police department said that the deputed army officials would also benefit from Special Ex Service allowance, which will be in the range of Rs 3000-5000.
While giving details, he said that Sipahi and Lance Naik of Pak Army will be awarded rank of Constable in NWFP Police and their monthly salary will be 14459 rupees.

While Naik and Hawaldar will be ranked as Head Constable on Scale 7 and their salary will be 15425.

Naib Sobehadar will get salary 16835 while retired Sobhidar Major will be ranked Inspector and given scale 16. Salary will be 24027.

Police officials told Online that that the deputed officials will be given one month formal training and then will be deployed at any place in NWFP province.

The process of interview will begin from July 03 and will be completed till July 14.

They will be deputed in Karachi, Abbotabad, Attock and Nowshera respectively.

Accordingly ages have also been decided in which former junior commissioned officers must not be more than 55 years, NCOs 52 and Sipahi of Pakistan Army 48 maximum respectively.

Maulana Fazl Ullah cornered: Rehman Malik

Interior Minister Rehman Malik has said leader of Tehreek-e-Taliban Swat Maulana Fazl Ullah has been cornered and there are reports of him being wounded.

Talking to a private TV channel, Rehman Malik said that there are reports of head of TTP Maulana Fazl Ullah being injured in the Security operation being launched against militancy and he has been cornered.

However, due to security reasons, we cannot give out any further details. Rehman Malik said that extremism is not a problem of today but it has been carried on since last ten years and extremists have gained strength in Swat, Malakand and Tribal Areas.

He said that they wanted to impose their will on government and impose their agenda on the people through gunpoint.

The real aim of the military operation is to foil their designs and bring an end to extremist forces, he pointed.

He said that the manner in which Pak Army and other forces are engaged in combat operation is truly commendable.

He further said that operation in Waziristan has been started while Bait Ullah Mehsud has not escaped.

He said that we have arrested eight suicide bombers from various areas of country.

He further said that Pakistan is sincere in investigating the MTA and we have forwarded to India further questions regarding the attacks.

SMS tax withdrawn by the government of Pakistan

State Minister of Finance Hina Rubani Khar has said that government has decided to withdrawn the tax which was imposed on Short Messaging Service (SMS) in the Federal Budget of 2009-10.

Pakistani government had imposed 20% extra tax on each SMS message in the Federal Budget of 2009-10 and this decision was criticized by the cell users of Pakistan as well as opposition.

The number of cell users has been increased to 9 crore in Pakistan and the industry of Telecom is getting huge profit from them.

Muslims issue Fatwa against Shahrukh Khan for his statement against Islam

Two Muslim religious centers here today issued fatwas against Bollywood star Shah Rukh Khan for his words against Prophet Mohammad.

Shahrukh khan in an SMS message to BBC has denied the allegation against him and said it was a writing error.

Muslims all around the world had criticized SRK and staged protests against Khan and burnt his effigy.

Mufti Motiur Rahman Rizvi of Darul-Ulum Majehar Islam and chief Mufti Mohammad Suyeb Raza Kadri of another organisation have issued seperate fatwas against the actor saying that ''he cannot remain in Islam after given statement against 'Paigamber'.'' They added that his wife's 'nikah' would also be considered illegal and his relationship with her was not legal.

The fatwa further said the actor should immediately seek public apology or he would not get a place in the graveyard.'' Earlier, a criminal case had also been registered against Khan in Mumbai for allegedly making comments about Prophet Mohammad but the actor had claimed that it was a writing error and not a thought or view that he believed in. In the July issue of the 'Time and Style' magazine, Rukh has been reported using objectionable language against the Prophet which striped the controversy.

The name of Mohtarma Shaheed Benazir Bhutto is, today, and will remain for ever a symbol of hope and courage. Even death has not eliminated people’s affiliation with and respect for her. The fact cannot be denied that Mohtarma Shaheed Benazir Bhutto left permanent marks on national politics through the way she expressed her political insight by way of peaceful struggle and courageous way of representing peoples’ aspirations. Zardari fails to unite party: Aitazaz

The former president of Supreme Court Bar Association, Chaudhry Aitazaz Ahsan has said that Zardari does not enjoy a close rapport with the party like late Z.A. Bhutto or even like late Benazir Bhutto.

Talking to a private TV channel he said late Z.A Bhutto and chairperson Benazir Bhutto always maintained a close rapport with party workers, due to which the party workers had a special reverence for both; something the present co-chairman Zardari lacks.
He assured that masses would soon realize the benefits of the new judicial reforms, and there would be no more unnecessary delays in cases.

Balochistan budget of Rs74.247 bn presented

The Balochistan government has presented budget for the financial 2009-10 weighing Rs.74.247 billion by announcing 15% rise in salaries of employees and to create 4000 fresh vacancies.
Provincial Finance Minister, Mir Asim Kurd Gilo presented the budget with the estimated deficit of Rs 8.3324 billion for the financial year 2009-10.

Provincial Finance Minister, Mir Asim Kurd Gilo while announcing budget has said that government has allocated amount of Rs18.536 billion for the development sector out of which amount of Rs5.1745 billion has been allocated for foreign projects and aid.

He said that revenue generation of Rs 59.541 billion is likely in the financial year 2009-10. The revenue generation of Rs 3.6456 billion is likely from the provincial resources while Rs 66.4084 billion will be received as Federal aid.

The budget deficit will reduced to Rs 2.3324 billion through the aid of Rs 3 billion received from the Federal government and Rs 3 billion for the developmental projects of the parliamentarians. The government of Balochistan will try to overcome the deficit through its resources.

The volume of current expenditures of Balochistan province has been estimated Rs 53.812 billion for the financial year 2009-10.

Similarly, 4000 fresh vacancies in different departments will be created to overcome unemployment in the province.

PM orders for closure of official air conditioners from 0800 hrs to 1100 hrs

PM, Yousuf Raza Gilani has issued orders for closure of all air conditioners in governmental office from 0800 hrs -1100 hrs.

The move has been taken to achieve maximum conservation of electricity, and ministry of water and power has ordered strict compliance with the orders.

The ministry of water and power has also expressed its hope that all offices would comply with these directives.

Comments on Prophet Mohammad a writing error: SRK

MUMBAI: A day after a police complaint was filed against him for "hurting religious sentiments" in Islam, Bollywood superstar Shah Rukh said on Friday that his comments to a magazine were misinterpreted due to a "writing error".

The First Information Report (FIR) was lodged by the Mumbai Aman Committee (MAC) at the Bandra police station here on Thursday after they read in Time'N Style-Luxury that Shah Rukh had listed Prophet Mohammad as one of the most unimpressive personalities in history alongside Adolf Hitler and Winston Churchill.

'Blame it on a typo'

But Shah Rukh said it was a "writing error" and that he had named the Prophet among the most impressive personalities in history."Obviously I think that there is no more important figure in history than Prophet Mohammad in the most positive way possible. Also, being a Muslim and standing up for the tenets of Islam is my most important agenda.

If they (MAC) have seen my interviews on TV about Islam and Prophet Mohammad, they would know it's a writing error and not a thought or view that I believe in," Shah Rukh said."For all practical purposes, Prophet Mohammad is the most important positive figure in Islam," he added.Correction carried outA corrigendum from the magazine was also published across Mumbai newspapers on Thursday wherein the magazine accepted the error.

The corrigendum stated: "This is with reference to the interview with Shah Rukh Khan that featured in Time'N Style-Luxury Vol-1 issue: The answer to question 'According to you (Shah Rukh) who is the most impressive figure in history?' should have appeared as: 'There are lots of them. Some negative ones like Hitler.

Case registers against SRK for commenting on Islam religion

Mumbai, June 17: A social group on Wednesday sought to file a case against actor Shah Rukh Khan for allegedly making some statements against the Islam religion in a magazine, police officials said.

"We have received an application from the group seeking that an FIR be filed against Shah Rukh and will carry out investigations before registering a case," a senior police official from the Bandra police station said.

He said there was no FIR registered against the actor. The group, Mumbai Aman Committee, claimed that the actor had made some comments in a magazine which had hurt the sentiments of the Muslim community.

"In the July issue of the Time and Style magazine, Shah Rukh has used some unparliamentary language against the Prophet which is unacceptable," Zarar Qureshi, a senior functionary with the Mumbai Aman Committee, said to a news agency.

"We have sought to file a complaint under section 504 of the IPC (intentional insult with intent to provoke breach of peace) against Shah Rukh Khan and two reporters who were involved in the writing of the article," Qureshi said.

The group had also held a protest rally against the actor in suburban Santacruz before they went to file the complaint against him, he said.

COAS takes part in air operation against militants

Chief of Army Staff General Ashfaq Pervez Kayani Monday for the first time in the history of Pakistan army took part in an air operation against militants.

Gen Kayani flew an F-16 fighter jet himself to hit positions of the militants in Swat and Malakand Division.

Gen Kayani, who wore the uniform of a pilot, was seen off by Air Chief Marshal Rao Qamar Suleman at a PAF base. Gen Kayani was accompanied by a co-pilot during the air operation.

It is the first time in Pakistan's history that an army chief directly took part in an operation.

Govt decides to launch offensive against Bait Ullah and his associates

The government has announced to launch offensive against top Commander of Tehrik-e-Taliban Pakistan (TTP) Bait Ullah Mehsud and his associates after operation in Malakand division.

NWFP Governor Owais Ghani while addressing a press conference here on Sunday night told journalists that government has repeatedly warned Mehsud tribe through the tribal elders to give up their miscreant’s activities and advised them not to shelter foreign militants. Otherwise government would not tolerate any act against the security to people’s lives and property at any cost.

These terrorists keep on their miscreants’ activities and continued to harbor terrorists as a result many people had lost their lives in Lahore suicide attacks, Peshawar, Islamabad and today in Dera Ismail Khan.

He said that Taliban have set up a new example of terrorism by kidnapping Razmak Cadet students. He said that these Taliban are engaged in providing training to innocent teenagers and convinced them for suicide attacks. He said that Taliban action do not match their words.
Keeping in view all this, the government has decided to launch operation against militants in FATA and it has been decided that a comprehensive and decisive operation will be launched to dismantle and eliminate Bait Ullah Mehsud and his network.

Governor NWFP Owais Ghani said that Army has been ordered to launch crackdown against militants in FATA. He added that the details and the strategy of operation will be decided by army.

He further said that Baitullah Mehsud is the root of problem and suicide bombers are being trained by Mehsud.

He said that to establish writ of the government, ensure security to peoples lives and property and maintain law and order situation is the duty and responsibility of every government.
He said that these Taliban are tarnishing the image of Pakistan and maligning Islam by carrying out such actions. They are the enemy of Islam and Pakistan as well and wanted to destabilize Pakistan. While replying to a question regarding situation in Swat and Malakand division he said that terrorists have been defeat and now they are on the run. Many of the areas of Malakand division have been cleared.

Caravans of IDPs comprising more than 100 trucks have been returned to their native villages in Kalam in the past few days. The supply of water, electricity and other basic amenities has been restored in Swat, Mingora and rest of the areas, he added.

Manmohan to meet President Zardari on Tuesday


Prime Minister Manmohan Singh leaves to attend two back-to-back regional summits in Russia on Monday (today), his first overseas trip since his re-election last month that will also see the first icebreaker meeting between him and Pakistan President Asif Ali Zardari on Tuesday since the 26/11 Mumbai terrorist attacks.

According to Indian Media, Russian Urals city of Yekaterinburg, on the border between Europe and Asia, will Tuesday host the dual summits of the Brazil-Russia-India-China (BRIC) grouping and the six-nation Shanghai Cooperation Organisation (SCO) comprising Russia, China and Central Asian republics, Kazakhstan, Uzbekistan, Kyrgyztan and Tajikistan.

India, along with Pakistan, Iran and Mongolia, is an observer at SCO. With his domestic standing higher than ever before, Manmohan Singh, the first Indian prime minister since Jawaharlal Nehru to get a second consecutive term after a full five-year term, heads to Russia to seek a bigger voice for India on the global stage. He will be accompanied by National Security Adviser M.K. Narayanan, Foreign Secretary Shivshankar Menon and other senior officials.

The economist-statesman, who took the lead in transforming India's relations with the US with a landmark nuclear deal last year, is now focused on creating new models of regional partnerships in Asia.

Despite Pakistan's perceived inaction against the perpetrators of the Mumbai carnage, the meeting with Zardari will underscore Manmohan Singh's willingness to make a fresh bid for peace with the estranged neighbour.

It's not, however, clear what form this meeting will take - whether it will be a photo-op or a closed-door meeting that could set the stage for a resumption of composite dialogue that was stalled after the Mumbai attacks nearly seven months ago. But no breakthroughs are expected, official sources said.

The first stand-alone summit of BRIC, an acronym coined by Goldman Sachs' economist Jim O'Neill, takes place against the backdrop of the world's worst economic recession in the last seven decades. BRIC brings together emerging economies that are expected to be among the world's top six by 2050 and account for a little over a quarter of the world's territory, 40 percent of global population and 40 percent of global GDP.

Evolving a collective response to mitigating the global slowdown and the long-overdue reform of global financial institutions, hitherto considered the preserve of the original G7 group of the world's wealthiest nations, will top the agenda of BRIC leaders.

Other issues like protectionism, free mobility of labour, food and energy security, climate change and finding an world currency alternative to the dollar will also figure in the discussions Tuesday afternoon and will be reflected at the end of the summit.

Forging a collective response to defeating the extremist Taliban in Afghanistan and a larger counter-terrorism strategy in the region will top the agenda at the SCO summit - the first one an Indian prime minister will attend after the grouping's summit in Dushanbe last year decided to upgrade the status of observers' participation in the discussions, it further adds.

Older men are more happy with their sex lives than others


Men in their 50s have more satisfying sex lives than men in their 30s, a survey suggests.
A team from Norway and the US surveyed 1,185 men aged between 20 and 79, and found more problems with impotence and declining sex drive in older men.

But despite this, men in their 50s reported similar levels of satisfaction with their sex lives as those in their 20s.

Details are published in the urology journal BJU International.

Although men experience more problems and less sexual function as they get older, it doesn't necessarily follow that they are less satisfied with their sex lives as a result Professor Sophie Fossa .

The men, who responded to a postal questionnaire, were asked to rate their satisfaction with various aspects of their sex life on a scale of zero to four, with four representing good sexual function and no problems.

Men in their 20s recorded an average overall satisfaction level of 2.79, while the second highest level was among those in their 50s, who recorded an average of 2.77. Men in their 30s only reached 2.55, and men in their 40s averaged 2.72.

After the age of 59, overall satisfaction fell significantly to 2.46 for men in their 60s and to 2.14 for men in their 70s.

However, when it came to sexual function, each of the scores moved steadily downwards toward zero as the respondents got older, indicating lower levels of function and more problems.

The average score for satisfaction with sexual drive was 2.19 out of four, ranging from 2.79 for men in their 20s to 1.54 for men in their 70s

Satisfaction with erections averaged 2.83, falling sharply once men reached their 50s; men in their 20s scored 3.63, men in their 50s 3.03 and men in their 70s 1.6

Satisfaction with ejaculation averaged 3.28 and showed a more measured decline with age, falling more sharply for men in their 60s and 70s. Men in their 20s averaged 3.85 while men in their 70s averaged 2.32'Less hung up'

Researcher Professor Sophie Fossa, from the Rikshospitalet-Radiumhospitalet Trust in Oslo, said: "The results showed a very strong correlation between men getting older and reduced sexual functioning, but not between age and sexual satisfaction.

"Age accounted for a 22% variance in sexual drive, a 33% variance in erection issues and a 23% variance in ejaculation issues.

"But age only accounted for a variance of 3% in overall satisfaction.

"Our results show that, although men experience more problems and less sexual function as they get older, it doesn't necessarily follow that they are less satisfied with their sex lives as a result."
Ronald Bracey, a psychologist with a special interest in male sexuality, told the BBC News website he was not surprised by the results.

"Men in their 30s and 40s are often too stressed by things such as being successful in their career to enjoy sex.

"But by the time men get into their 50s, they have usually adjusted to what they want out of life, and tend to be less hung up, less concerned by what other people think of them, and less prone to performance anxiety."

SMS rates increases in 2009 budget of Pakistan

The government of Pakistan has increased the rates of text messages by imposing twenty percent extra tax on each SMS message.

According to details of the federal budget of 2009-10 the Pakistani cell users now have to pay an extra 20% tax on each SMS message they will send from their cell phones.

The government, whereas, has not imposed any tax on phone activation charges and has also reduced the regularity duty.

Cabinet approves budget 2009

The Cabinet meeting chaired by PM, Yousuf Raza Gilani has approved the budget for FY 2009

While referring to the challenges and intense difficult economic circumstances, under which the government was forced bold decisions. "It is because of this support that despite problems we have moved from stabilizing economy and growth expected to be 3.2% during the FY 2009-10".

PM also appreciated the efforts of Finance ministry, planning Commission, Economic Affairs Division, and the Federal Bureau of Revenue (FBR), for managing a balanced budget for FY 2009-10, which had been termed as "A budget for the revival of economy with a human face".

Earlier the advisor to PM on economic affairs, Shaukat Tareen briefed the Cabinet about the salient features of the budget, which he termed as catering sufficiently for Needs of all aspects of economy.

The State minister for economic affairs, Hina Rabbani Khar said that the budget catered for future economic challenges, on which focus was required to be achieved.

Deputy chairman planning Sardar Aseff Ahmad Ali said that the budget incorporated all planning features of future growth in self-reliance in all sectors of economy, while Chairman FBR, briefed the cabinet about proposals prepared by FBR in accordance with guidelines provided by government, besides explaining various revenue collection methods.

The Cabinet, which was participated actively and also floated a number of proposals lauded the efforts of ministry of Finance, while before beginning the session also offered fateha for the martyred Dr. Sarfaraz Naeemi.

Rs. 2.89tr budget presented in NA



Government on Saturday unveiled the Federal Budget for the fiscal year of 2009-10 with a total volume of Rs. 2.89 trillion and record deficit of over Rs 722 billion near 5 Per cent of the Gross domestic Product (GDP).

For the first time in country's Parliamentary history, a woman Hina Rabbani Kher, who is State Minister for Finance and Economic Affairs, tabled the budget in the National Assembly.

Despite economic crises and Pakistan's economic loss of over $ 35 billion in war against terrorism, the minister said, Government has raised the salaries of Government employees by 15 per cent and allocated Rs. 50 billion for rehabilitation of internally displaced people and Rs 70 billion for Beanzir Income Support Programme to help deserving families.

In order to overcome economic challenges, she said, Government has introduced 9 Points agenda. "The best way to decrease poverty is to decrease inflation. Inflation is now at 14 per cent but it would be brought to single digit", she said.

Unfortunately no concentration was given on agriculture sector during regime of last Government, which directly affected the common people, but the incumbent Government is fully aware of challenges being faced by the masses, she said.

The Government is now focusing on agriculture and industrial sector, which will bring a revolutionary change in country's economy, she said. "Our government wants to improve living standard of poor segment of society. I want to discuss about the nine point agenda which the Government has made. Macroeconomic support targeting the poor and vulnerable", she said.

"The total budget deficit will be only 3.4 percent. Pakistan is among countries where taxes are extremely low. Being a nation we have not adopted a culture of giving taxes. Being responsible citizens we all have to pay taxes", she said.

"We are introducing revolutionary changes in tax collection but it will only be possible with cooperation of masses. Rather than imposing taxes on the people who are already paying we are expanding tax bases. Capital value tax will only be imposed after having it discussed in NFC and after having recommendations from all Provinces", Hina said.

Government expects GDP at 3.3 percent in the financial year 2009-10 but it will be possible with 3.8 percent growth in agriculture sector, 1.8 percent in industrial sector and 3.9 percent services, Hina said.

She said that the Government will take all necessary measures to expand tax base while collection in taxes is expected to grow from 9 percent to 9.6 percent.

The previous regime expected that through the trickle down effect, poor would benefit, however, in the end the poor become poorer and rich became further richer, she said.

In order to address poverty, she said, BISP was introduced. In financial year 2008-2009, 1.8 m families were given Rs. 22 b but in the upcoming financial year it has been increased by 200 percent. The BISP in a short span of time will become a major source of supporting the poor. Government would also adopt new policies and introduce new programmes to help poor. The government wants to ensure transparency in the BISP, she said.

The State Minister said that the Government plans to introduce social protection for Sindh Haris.

"A support quota for marriage of Girls has been abolished and now Girls of the family can obtain support form this programme. The amount has been increased to Rs. 50000 to 70000 for each Girl", she said.

"Our visionary leader four decade ago raised slogan of food, clothes and shelter. We are working on this agenda. The information minister has also announced residential programme for journalists", she said.

She further that the Government is working to provide food security and along with agriculture, attention will also be paid to livestock sector. "Research and development facilities will Provided for these two sectors. We will also expedite production of livestock, fishery and other related sectors", she said.

The State Minister for Economic Affairs further stated that attention will be given to grow organic food and 10 model dairy councils will also be established.

"Measures taken by the government have begun yielding results with the bumper production of wheat and rice", added by the minister.

Talking on irrigation, the minister said that to improve this, National Programme on farm water was implemented and funds have also been allocated for irrigation and removing slit from canals, adding Rs. 15 billion has been allocated for this purpose.

She said: "The government is also focusing on building small dams along with large dams, adding Mangla Dam raising and construction of several other dams have been initiated.

"Canals in Sindh, Punjab and NWFP are being brick lined to save water wastage and it will cost Rs. 37 billion", said by the minister and adding that to support small farmers Rs. 4 billion have been allocated in Benazir Tractor Programme for 2 years.

"The government is also introducing model village in which uniting the farmers at villages level and their access to agricultural loans is focused. To increase production of meat a programme is being initiate at cost of Rs. 300 million", added by the minister.

Hina Rabbani Khar said that the government will also work to end sanctions by EU on fishermen and will also work to improve boats used in fishery.

She underlined that to deal with this situation, financial year 09-10 has been announced as a year of industrial revival and the government has already allocated Rs. 2.5 billion for small industry.

The government has also allocated Rs. 10 billion for the poor people who want to start their business and the loan will be available on soft terms.

In this budget the government has allocated Rs. 3.1 billion for science and technology departments. No new taxes are being levied on the industry expect tobacco industry.

The government has also taken initiative to help the cellular industry and charges on SIM have been decreased from Rs .500 to Rs. 250.

She said that export centers will be set up to improve exports of the country and negotiation will done with the US for this purpose.

"The government is implanting transparent policy of private public partnership and privatization", she added.

The minister said that Rs. 12.7 billion apportioned to improve railway infrastructure while the power minister has introduced an integrated energy plan which is first of its kind in the Pakistan and the an amount of Rs. 91 billion allocated for PEPCO to pay to the IPPs.

She underlined that projects are also being initiated to improve transmission and distribution of power. There are also 15 IPPs under construction at the moment. Also 16 hydro power production projects are being initiated.

A media campaign has been launched to raise awareness regarding power saving, Hina said, added, the Government has also allocated Rs. 4 billion for Diamer Bhasha Dam.

We are introducing comprehensive renewable energy Projects While the new projects we are introducing are a mixture of hydro, coal, solar and wind sources, she added. The minister said, developing human resource is basic to improve social and economic indicators and the Government is improving planning and implementation in the education sector and it is also working to improve capacity of education and building school committees for this purpose.

Under the PSDP 66 percent budget has been increased in the health sector and now Rs. 23.5 billion is being provided in this sector, she said.

"We also suggest removing import tax on wheelchairs. Clean water is essential for better health. To provide clean water so far 600 filtration center have been setup. Pakistan has signed CEDAW and will work for gender equality. For this purpose, it has allocated Rs. 44.7 billion which was in the pervious year at Rs. 7 billion".

"The BISP is also encouraging gender equality. The gender mainstream programme is going on and we are also working on gender building. A separate ministry has been setup for human rights. Under a internship Programme, 30,000 fresh graduates will be provided an opportunity of internship at the cost of Rs. 3.6 billion", she said.

The Government also wants to promote sports so that children and youth have recreational activities. The federation has also provided Rs. 500 million to provinces into the programme of access to justice and under this programme public defenders and free legal aid will be provided, she said. "Salaries in public sector will also be brought at power with the private sector gradually. In this regard pay and pension sector had already been initiated and competent persons in public sector will be given opportunity of employer of choice", she said.

She said "15 percent increase will be given in pensions to ex-army servicemen. The national saving scheme and statistics bureau will be made into departments. In the current budget Rs. 708 billion have been allocated for provinces. While for the federation Rs. 1.3 billion have been allocated".

This is the first time after 1964 that the defense budget has been presented in the parliament and first time in Pakistan's history the leader of the opposition has made head of the Public Accounts Committee, the minister added..

Hina Rabbani said Government is introducing carbon surcharge in this budget and to discourage smoking we have increased tax on tobacco by which Government will get Rs. 15 billion.

The tax policy is based on fair and equitable and taxing those who can pay it. In order to expand tax base there is suggestion to increase capital value tax on properties from 2 percent to 4 percent and it has been suggested that person receiving more than Rs. 1 m should be taxed 30 percent, she said.
